These were apparently issued by the railroad company during tough financial times for the company. I guess it must have been a means for the company to get some cash now for travel later. These were also widely accepted like currency according to Wikipedia.
No idea what class fare this was but it apparently cost $1. According to one inflation calculator $1 in 1873 is worth $27.75 today. There was also a $5 ticket for 125 miles.
These items have some modest value today depending on condition of course. You can find a few on ebay. I received this one some time ago as part of a collection I purchased.

lahave56, that's a very interesting item. I've seen them in online auction catalogs but scrolled past. The reverse looks like it was designed in the 1960s!
