A Question About Ebay's Coin Grading Mandate

I've finally taken a look at ebay's coin grading mandate. Most of my listings are exempt; sets, collections, rolls, bags, etc. But I have a few items that fall under the mandate. For example, Mint State coins in the OGP. But, I see only two options in the dropdown list, my coins don't fit in either one of them: The way I'm reading this, either a coin is professionally graded or not, but if it's not graded then it is not in OGP. Pick one or the other, but then what to do about MS coins in their original government packaging? Am I misreading this somehow, or what am I missing?
