I guess acid could do it, and I agree it is post mint. The strike image is below the damage. To me it is odd that the metal seems to flow outward, in all directions. Kinda like it was spun on it's rim, but the rim itself doesn't have that type of buildup. Although Nickels are not true "nickel", they are still harder than other alloy coins.
