I just got this one back as well as an 1899 O. This is not the vam-31 but a VAM 70. Leroy stated it was just a EDS of the 70, the polishing marks are on the 70 with a slightly different doubling of the (zero). It's a PL coin so that makes sense.

The 1899 O is a new listing as a Vam-7b
