Edit: I see the issues. I would definitely try both acetone and Verdi-Care.

In my eyes (if the color is true in photos) looks like an old cleaning has happened.... Obverse looks fine. Would have to have coin in hand to determine what's up with the reverse spotting. Maybe just acetone.

1916 cents were very well struck. I have a few AU coins you would swear are proofs but are just business strikes.

Around 132 Million minted. 1916's were well struck so yours definitely looks circulated. Reverse has that spot at the bottom that looks corrosive. It's not a very high dollar coin the way it is so I would have no problem giving it an acetone/verdi-care treatment .

Very dry surfaces. I don't think it's been intentionally cleaned. That look is just a consequence of circulation.
I don't see anything too bad. A few spots around OF AMERICA, I might spot treat those - but you might have to just conserve the whole coin if you mess up. I dunno here, I like the coin dirty, it's a hundred year old EF coin, it should be dirty.

I would at least do the acetone.
