most coins minted in Philadelphia do not have Mint marks, all others do have mint marks. Some series do have a P mint mark but if you see a coin without a mint mark you can automatically know it was minted in Philadelphia. Your coin with the counterstamp was part of a set that was sold by a private company and had all 50 states depicted in each counterstamp. They were either sold in a set of 50 or you could get something like the first 10 for one price and then get another one each month for an inflated price until you collected the whole set. You will see these quite often on the Lincoln Cent series and I believe there are allot of these out there because I have seen quite a few pop up on this forum throughout the years
