SPIEL is german for toy. so play money/gambling token/counter etc.
see them rarely in silver. loop was added as an afterthought to turn into a piece of jewelry.

The loop definitely looks added on. Spiel translates directly to Game. Spiel Marke translates to Play Money so it likely belonged to a child's toy or was used as a gaming token. From what I can find there is a collector's market for these tokens, with the more unusual ones being valued more, though the added loop will decrease your token's value.
