Need to know if this coin could possibly be mint state? If so should it be worthy of a 3rd party grade.

Tough call but I don't think so, there's lots of luster but hard to tell with the toning on there. From the pictures I would say EF45 but could be AU+ in-hand.

Looks like a touch of wear and the luster has been broken.
"Dipping" is not considered cleaning...

Yeah.. I agree the luster is not there, and the toning is too heavy to tell if it's mint state or not.

EF-45 Maybe a AU-50 but I doubt it I would happily say EF-45! nice coin!
