Hello, I bought this medal from a garage sale. Its little bit over an inch. I have no idea where its from. Can someone please help me identify it?

What an odd item to find at a garage sale, if you don't mind me saying so.
That particular character had a rather notorious history, as he's held responsible for 4-8 million deaths in Belgian Congo during his reign of economic exploitation of that colony. (While not about the medal per se, the book I linked to is an eye-opener to a tragedy I never knew).
