I know I have seen some fs designations that have nicks in the steps and some that would possibly be close to being fully seen but would this pass that designation?
As you note, the full steps designation can be fudged quite a bit at PCGS when it comes to the rare years. I have sometimes pondered if it is not only the coin itself, but also who submitted it, that results in a questionable full steps designation.
This coin, I feel safe in saying that it is not full steps. Here it is an academic question anyway, as FS is applied to only mint state coins, and this appears to be a circulated nickel. But the question of full steps is worth asking and considering, as the value difference can be tremendous for certain years and mint marks.
