Has been in a corrosive environment at some stage or other, but now has acquired somewhat protective patina.

Without the surface roughness, it would have graded at least AU-55.

Past corrosive environment would result in a lower grade that that, but
still a nice coin, - better than my example.

Looks like a strong strike of the reverse... Nice 3-cent coin.
