Rarity has only to do with supply. All coins for which there are say 5 extant examples are equally rare. All coins for which there are 10 are equally rare and are less rare than coins for which there are 5.
Any day of the year, many 1909-S VDB cents are for sale. A rare coin (for me) is one which comes on the market less frequently than once per year.
d is indeed a very big deal in determining market value.
