The picture is not clear enough to be able to tell. The area under the 2 is what needs to focussed on.

The best tip I got to find out is to look at the lettering. The letters B and L in Elizabeth are the best. If they are a flat based, then probably not a claw - but if the bases of the letters have a 'wave' upwards then it is a claw.
