Looks like the steel planchet under the chrome plating is corroding....

i wonder how many coins were run through a machine like this? when I was a machinist student I saw one of these types of machines at a trade show. they are used to take the sharp edge off of newly cut material. the one I saw had a bunch of cents in it.

Thank's all for your input,
I vote also for cleaning, probably someone wanted, remove the layer of chrome. Thus she became missing chrome.
I found 03 in a small batch from a vendor in montreal.
