Yes Morocco, the pattern on the obverse (bottom picture) is quite typical.
By the date '1251' or '1261' it should be a Falus of 'Abd al-Rahman.

I hadn't tried to attribute this in a while ... I just remembered that I did see a Falus but it looked like it had a single horizontal line on the top and bottom of the reverse, not a double line pattern.

Krause mentions that there are many varieties of those, so needs a specialised catalogue to nail a detailed reference down.
