My experience with PCI suggests that in general PCGS or NGC will assign a grade about 1 point lower than the PCI grade. For example, I sent two PCI coins to NGC for crossover: an MS-66 Morgan got an MS-65, while an EF-40 Walker got a VF-35. I cracked out a PCI MS-64 "PQ" Liberty nickel and submitted it raw to PCGS and it got an MS-64. The real problem is that PCI slabs coins that may have surface problems that the other services consider unacceptable, such as cleaning or artificial toning.
The only 2 ACG coins I almost owned were an early gold piece slabbed as MS-62 that turned out to be harshly cleaned, and a bust quarter graded MS-63 that was also cleaned. I returned both to the sellers. I would only consider ACG coins if they were super bargain-priced or were low-risk items like bullion coins selling below bullion value.
