My 2nd thought was it being a peeled lamination error (Delamination), but I'm pretty sure this is just Post Strike Damage ( PSD) unfortunately. If it was a legitimate Lamination error, then I would suspect that area in question to have a flaky and peeled appearance to it. I'm seeing old, worn down scratches on that area.
The lines over the raised devices, tells me it is coin damage. If those lines we not over the devices, I would have thought it was a lamination issue. But the key reason it is not a lamination is that there is no peel. If there were we would see these raised devices, looking like ghost images. All marks on this area is incuse scratches. PSD.
