If this is a die chip on the MM, there appears to be 2, then the odd's are it's a punch issue? Yes? Also, this is a very close match to DDO-002, 2-O-V-CW from K-9, but I'll let you guys make that call. Thanks

That's Post Strike Damage on the mint mark , and the other devices. You don't have a Doubled Die unfortunately.

So why is it damage instead of a RPM?
1. First note that area is flattened. (Squashed downwards)
2. Note the area in question doesn't resemble a mint mark punch for that area.
3. The whole date area is showing circulation wear. But that area is even flatter. If it were a RPM, it would probably be close to the same height.
4. There is no spread of a second punch. If it were a RPM, they would need to be a spread that is visible in order for it to be a RPM. The mint being larger, doesn't make a RPM. There need to be a spread.

Note each one is showing a spread area. On your coin there is not spread, just a flattening of the normal device.
