Came across a bunch of SBA coins from a yard sale.

Came across this oddity.

The loop of the last 9 seems to have a scratch or something.
Figure I would pick the brains of the community to get your thoughts.

Given the single pic posted, that feature appears to be a hit taken in circulation--post-strike damage.

Either PMD or a struck through debris,need a close up and in focus pic.
