No, definitely not full steps. To earn a FS designation, each of the steps must be complete without any circulation hits cutting across them.
As for the sideways images, I think that it is a result of how you held the phone when taking the pictures.

Your second (loaded) photo shows a break in the steps, just above the E in Monticello.
As far as sideways pictures go, I always crop my photos if even by just a tiny bit. That seems to stop the sideway spin.

Problem...just like all company grading, the FS designation depends on things like how good the coffee in the office is the day they see the coin ie. there is no legitimate standard, just a rough idea they do/don't use. This means the designation is not written in stone and varies despite stated standards on the company websites. Look at the following that coop posted elsewhere on this forum for this very reason...education about what FS is. Study the following and decide for yourself which are FS slabbed nickels. The answer is below so you can choose to peek or not before you figure it out

If you decide to collect FS nickels then make sure to check the coin in the slab. The label does not make a coin actually have what the label says it does.
