Does the USMint send out "satin" quarters by the bag? and if so. . . what would be the odds of it happening?

I ordered a set of 100 coin bags of the Northern Marianas quarters and about two thirds of the D mint bag was satin finish. I am guessing that the extras from mint sets just go out in bags.

I don't understand the question. If the USMint does send out "satin" quarters, I'd say the chances are pretty good!
