A pick-up point you won't find in ANY literature,After researching this variety for some time I have found a "Fact", a small date Cent , the 9 has points at both ends of the number. Amoung the many other pup's.......

Maineman and Chuck nailed it. It's mostly due to ignorance and anyone selling a 70S that they are unsure of is going to error on the side of caution and call it a small date. However, there's definately a small number of scammers too hoping to prey on the ignorant.
