My hunch is that's legit--it looks like struck through a late-stage die cap. Let's see what the experts say.

yes it is. its a struck through capped die error(or maybe a capped die error, not sure)

Yes, it was struck through a late-stage die cap. In other words, it is a generic capped die strike.
Error coin writer and researcher.
