I am not sure if this is just interesting toning or a cladding error, your input is appreciated. The in hand color of the odd part is pretty must zinc gray with a hint of blue. Thanks in advance

P.S. the coin is in great shape and no PMD to rub through the copper

These are not clad they are copper plated zinc and I think what your seeing is some odd toning or staining,IMHO.

If it is in fact a incompletely plated cent, is it worth saving? I know it is just a cent, but still, if I took that mentality with every cent I put my hand on I would save them all

Some collect them. I would put it in a 2X2 to keep the air off the zinc.

That is what I was hoping to see- lustrous zinc. Zincolns are plated in an electrochemical bath so partially plated coins frequently look like the copper is "splattered" onto the coin. Without luster, they are difficult to impossible to properly authenticate since methods for stripping the plating will also strip the coin of luster.
Looks like you have a winner, that deserves a dancing banana
