Never see something like that before, It says "proof set", although I must say it was proof. (before all someone touch it without hand gloves and left those finger prints)
Can you upload pic of the other side again. I cant see it.

Looks a lot like this.
these come in mint sets and are just there in my opinion so that they don't have to give you another coin
They are just a mint token

I believe these were from the 1982 proof sets.
These aren't worth much, maybe a quarter each at best.

If you check, it's exactly the size of a mini buck.

When they ordered custom made holders, they thot they'd make 1982 SBAs. When they decided not to, in a rare case of gubmint saving money, they made a SBA sized token to fill the hole, rather than throw away millions of holders and ordering millions more.

In 1979, SBAs were put in a ring to fit the Ike sized hole.

You might be able to slug a vending machine with it, other than that, what do you mean by "premium"? It doesn't have a face value.

Maybe if I just drop it on the ground in a big crowed maybe the person who picks it up will think he found something.
