CC thank you for the advice.

Ive always kind of gotten them impression that they set target numbers for coins in a grade and it becomes harder to get those grades as time goes on and more have been graded.

I currently have my coin in the government brown pack. Seems to be holding up pretty well and without getting a premium grade on it for obvious reasons I actually do prefer the look of the coin in its case than a holder which is one of the few times I feel that way. That said if I understood you you are saying the holder would preserve the coin better?
