Yes they can, I have been buying them out of the (used) bin stuff the LCS buys from people that bring in the art bars and he has the lower cost premium rounds and bars from some of the mints.
He generally puts the art bars on the side for me, or if it is a large number of them will give me a call to see what and how many I want. So far the number that comes in hasn't been to large.

Circus, I sent you a link with pics of the full set of those lunar rounds.

The Chinese characters have the same meaning as the English words.

The large character inside the circle means silver.
The 3 characters across from .999 mean one ounce.

I picked up this 1946 Hungary 5 Forint off ebay for my 1946 collection for under melt. They usually go in the $30 range.

Was able to pick these up for my new World Crown collection. $60 for the "Fat Man" Chinese Yuan and the awesome thing is the British/Hong Kong Trade dollar for $25 at my LCS! :D Pretty sweet deals I think.
