in September 1948, Australia commenced to use the star replacement note system. Runs of normal notes were specially numbered with a 5-digit serial number and a hollow 5-point star suffix.

The Reserve Bank of Australia used to issue star notes as serenitystan has said, but that doesn't happen anymore.
Certainly, Note Printing Australia does not print them these days.

How do they account for damaged/unfit notes?

There was no longer a need for replacement notes after 1972 with the introduction of automated counting systems. These automated systems allowed a faulty note in a sheet to be marked with a special ink and after it was cut as it was being processed would be recognised and diverted away from the final bundle.

Which tells me that I don't really know what a star note is. I always thought it replaced a note too circulated and damaged. Now it seems it's just the ones that are rejected during the printing process.

In the US, a star note is a replacement for a damaged or unfit regular note at the time of printing. With a singular exception many years ago, star notes have their own separate numbering system, and are pre-printed so they are available as needed to replace faulty notes during regular production.

Worn or damaged circulated notes are simply retired, they are not replaced by stars.

Looking at these redesigned notes always reminds me of how bland modern PM collecting has become. Even the Federal Reserve districts are only represented by an innocuous letter now rather than a city's name, however symbolic it was. Shame, really.

I never paid much attention to it before, but looking at that $20, it's really just a hodgepodge of security features without much attention to "design". I mean, "JACKSON" isn't even centered under the portrait. We can do better than this.

If that's a 2009, it's from a run of 3.2M. Pretty decent shape too, but I'd spend regardless.

How about a 4-subject sheet of $50 star notes. The BEP is very stingy when it comes to releasing star note sheets for any denomination north of $10's and $20's. This is the only series where the BEP sold sheets of $50 star notes.
