Steve, Just going by http://www.uspapermoney.info/serials/f2003ab.html . It's usually pretty accurate. 5th edition of Friedberg's United States Paper Money indicates the same information. Maybe they weren't released, but neither reference indicates that

BD, no argument that records indicate they were printed. Sometimes, rarely, notes are printed and never released. Back in the 90's it happened with $10 star notes.....I believe one or two of the Richmond runs.

Very interesting, for sure. so, if they were printed and possibly not used, don't look like they were used in either of the next two series.....2009, 2013...were they destroyed? I have never seen one? please correct me if I'm wrong in this

Which leads me to another question I've never completely understood - what happens to left over star notes that are not needed during the regular issue print run?

I believe the answer to that is no. Any 2009 or 2013 notes/sheets that needed to be replaced during printing would be replaced with 2009 or 2013 * notes. $2 2009 * notes were printed for B, K and L. B & K notes are readily available. I'm not so sure about the L* notes. These may not have been released either. Maybe Steve knows.  $2 2013 * notes were printed for B, F and L. All are readily available.

This is the reply I received after asking about left over star notes...
In case of a series change, leftover star notes are used as replacements in the printings of the next series.
In case of a design change, leftover star notes are destroyed, or occasionally sold as BEP collector products.
The transition from 32-subject $1's to 50-subject $1's was apparently treated as a design change; I'm not aware of any 2009 $1 star straps showing up in 2013 $1 bricks.
Oddly, the changes to the Treasury seal in 1969 were apparently considered too minor to count; it looks like leftover 1963-series stars were used as replacements in 1969 printings, despite the different seals. In particular, the $50's for districts H and I had enough leftover 1963A stars to last clear into the 1969C printings!

Did your friend by any chance cite a reference? It'd be interesting to see how often this happens and why, if the policy is to use left over star notes, the 2003A L* weren't used/released before the 2009 * notes were used. After all, the 2003A L* were printed in Jan 12 and the 2009 K* were printed in Feb 12.

During the 80's, it was not unusual for the $100 denomination to have just one or two district stars issued for the series. This 1981 $100 Richmond star is the lone district star for the series.
