It is MD, even though the doubling is enlarged. But these devices are incuse. The opposite of the raised devices. So the rules are opposite. On the die, raised devices are incuse. When there are devices that are incuse on the coin, they are raised on the die. All the devices on the outer ring of the ATB Quarters, are incuse. When Machine Doubling happens on these incuse devices, the slightest movement of the die, can alter, before/during/after the strike. This MD happened 70% of the time on a group of 100 quarters, I checked to see how often this happened. 30 out of 100, were normal. But the kicker is, that the DDRs are not found on this area. They are in the central area of the designs on both the obverse and reverses. So there's probably no chance that a DDR will be found on this area.
