Is this considered doubling the little bar on the backside of the 4 is what I'm referring to as well as the s in trust, what about inside the r of trust as well thanks for your input. Sorry for all rhe images trying to make sure I didn't miss anything.

Hard for me to tell what that is coming off the horizontal bar of the number 4. Maybe the initiation of a die crack?

Looks like a hard strike to me on the 4 causing some of the metal to form a small wave outward that could resemble a soft doubling. However I don't think it's doubling just result of hard strike.

Decaf94drew,
What attribution number do you think it might be? I am not seeing a DDO here, but you need to check all three reference sites to train your eye.

What you see at the neck is not a doubled die but the 4 looks promising to me. I don't tell many to do this but think you should submit the coin for attribution. If you look on cc's site, there are a few that have similar doubling but yours is none of them.

I think it's Machine Doubling. But, I would definitely do some research to see what kinds of documented 1964-D DDOs are around and see if anything matches
