Since the last digit was hand-punched (it took 2-3 whacks), the 9 can be high, a little high, somewhat high, very high ad infinitum. The same goes for the lows and how low is low. And the same goes for far and near and all the verys and somewhats. Why the designation of "low 9" got applied to the 59's is beyond me. The same goes for the 1896 and the description of how far or wide is the 6? The last I knew was that they did away with the designation of the 1896 "far 6", because there were 10-12 positions that the 6 could be, including slants and cants. Don't worry about it, it's lower than the 5.
