Mostly uncirculated but there's a roe ( bad pun) of caviar all around the beads of the reverse and along the top half of the obverse. The close-up photos can cause an optical illusion, so all the marks are raised. Cause ?

Well if it is raised on the coin then it has to be incuse on the die - Pitting or some type of die wear?

Rust forming on the surface of the die and not cleaned properly before being placed into service.
