I've found similar coins when metal-detecting: maybe a dime or other smaller coin was lost at the same time as the quarter (pocket spill or lost purse) and the two coins were buried together for a while: the smaller coin would have protected the larger one from corrosion to some extent, but may also have reacted with it in some way.
