1926 Peace dollar in PGA holder looks weird the digital photo makes the coin look like it may have some kind of Planchet issue or just was dipped and not washed off correctly what do you all think?

PGA was infamous for slabbing cleaned or otherwise trashed coins and assigning ridiculously inflated grades. I wouldn't buy this unless I could get it in hand below melt. If it were already mine it would have been cracked out upon arrival.
Inordinately fascinated by bits of metal with strange markings and figures

That coin's surface looks very . . . not good.

I can't tell if the slab is the older PGA or the newer Mexico-based PGA. Is there any chance this coin was in Louisiana in 2005-2006 or SE Texas in 2017-2018?
