My LCS initially thought that this was homemade, but I am not so sure.

It weighs 2.12 grams, has a diameter of 18.4-18.6 mm (not quite circular, and has a thickness of 0.9-1.0 mm. It is magnetic.

A 10 cent coin of that era should weigh 2.07 grams, have a diameter of 18.03 mm and a thickness of 1.16 mm.

A 25 cent coin should have a thickness of 1.6 mm.

There is no reeding; the edge is smooth and rounded but no obvious sanding marks.

What makes me wonder if this happened at the mint is that the shape of the beads is not the same everywhere.

I'm definitely not an expert on Canadian errors (and hardly one on US errors), but I'm interested to hear how the mint could have made a coin with a raised rim and no edge reeding.

There wouldn't be any reeding, as the planchet wasnt big enough to fully butt up against the collar

Looks legit to me.
I have a 1986 quarter struck on a dime planchet which only weighs 2.0 g.
