The National Debt went 0-for-20 in the 2010s - 20 issued United States ("US") commemorative coin programs (plus the 2011 September 11 National Medal) with legislated surcharges, 0 with contributions of such surcharges earmarked to help reduce the National Debt.
The Acts that authorized the coins all included phraasing such as:
[i]"...all surcharges received by the Secretary from the sale of coins issued under this Act shall be promptly paid by the Secretary to the [insert name of Sponsor/Beneficiary]..."
The distance between national support for the benefit all and specific support for the benefit of a targeted group grew wider - 0-for-20!
