Looks like partial letters are visible for each letter in liberty.. The back seems weaker though. Think this makes F12?

I would guess F-15 details, cleaned at some point.

VG-10 details and vigorously cleaned. I would need to see a bit more of LIBERTY to agree with F-12 detail.

The details look right on the VG/F border. It has been harshly cleaned so VG would be appropriate.
