Hmm so you should better edit your topic as presidents/dictators minted coins with their own portraits on it. Another option would be Józef Piłsudski who died in 1935. He was depicted on a few Polish (commemorative and circulation) coins in 1934.

What about Thailand for example, which has a king but is also (sorta) a democracy with a president ? (their king is on their coins)
Edit : stupid question, you would have to count the UK queen, the netherland one, the belgium king, the spanish crown ...
Oh, do you consider monaco ? They should have coins with their rullers.

Monaco sure has coins depicting the ruler, but the head of state (Albert I, Rainier III, and now Albert II) is a prince. So he is in the same category, I think, as emperors, kings, grand-dukes, etc. which are not on the list. A "borderline case" could be elective monarchies such as Malaysia (don't know though whether the king has been on circulation coins) or the Vatican.

Thanks chrisild for the Poland and Józef Piłsudski. I'didnt know that he was a dictator of Poland between 1926-1935. I edited the list, and here are the list of coins that I'm not certain if these circulated or non circulated coins:
BOLIVIA - Hugo Banzer Suárez 1975 - 100 pesos bolivianos,silver,mintage 160 000
BOTSWANA - Sir Seretse Khama 1966 - 50 cents, silver, mintage 40 000

chrisild - at least that 10 markkaa coin has issued at face. Total mintage was one million pieces and I have read that the whole mintage was "sold" in one day! And there were much less than 5 million citizens in Finland at that time. Due to its silver content it is still popular coin here. Can't say the same about 50mk piece. High silver price in the early 80's forced to reduce the size of coin and the result is then very messy and ugly.

I see you already had knowledge of these coins that I mentioned. And yes, I know some of them were not minted for circulation.
Sorry, I'm not sure if emissions of Paraguay and Cuba circulated or not.

Africa is a good place to start. Most of their early post colonial coins featured the first leaders of those countries and almost all the time they evolved into dictators. Are you also interested in banknotes? Some countries have put heads of state on notes but never coins. For instance, if you want Idi Amin or Jean Bokassa, you'll have to buy notes.

There is also a 40 centavos coin from Cuba struck in 1962 depicting Fidel Castro. This coin actually is a circulating piece.
