Second, I think that deserves more like an AU 50 details. Looks like its been cleannnnned

This seems like a joke, how can you grade a blank professionally? and 60 seems wayyy too high for that.

It has value because its so rare for slipping through the cracks eh, like rare error stamped coins and paper currency....

Can't see how a blank silver round can have a grade attached to it, though.

I have my doubts. It could be a fake blank in a fake slab.
No way of proving that, however.

There is no way of checking the blank for fineness without breaking the slab.
If you do that, it cannot be returned to the seller.

Couldn't agree more. How can something have MS-60 detail if it never had the details in the first place due to never being struck. This is the biggest load of crap from the TPG. I recognise it could be a genuine error but seriously trying to attach a grade to a blank planchet
