Ok so you let the guy wait more then 45 days to send an item you won? If I am reading that right that is crazy insane.

$40 for a new Panda is not to good to be true as they only sell for $5 over spot.

Stick with U.S. sellers only.
He'll do something stupid eventually as most crooks do then he's done.

This is what ebay has become... It's so easy to scam someone out of any amount of money, and ebay has so many loopholes that they won't do anything about it. The scammer always wins.

Not really the scammer usually doesn't win and has the money refunded when buyers open a claim. Being that most of them are in China they just have nothing to lose, even if it only works 1 out of every 100 or 1000 times thats still free money to them

I have to disagree with that; it's pretty darn difficult to scam someone as a seller on ebay unless the buyer willingly walks into it. The rules are skewed hard in the buyer's favor these days.

ebay generally favours the buyer but you have to go through a lot of loops to get your money back even if it is an outright scam. I had the unfortunate experience of buying from a scamster who tried very innovative tricks to keep the money without giving the product. I did get my money back in the end but it took around a month and continuous follow-up.

I like to buy through Paypal using a credit card. I figure it gives me a second layer of protection since I can always contest the claim through the credit card company.

I'm glad to hear that you got your money back. Don't feel too bad about what happened. It's easy to say "I would never do that!", but I would be surprised if there was an ebay buyer on the forum who has not had a bad experience buying a coin. At least this lesson didn't cost you anything except a little aggravation.
