I think the marks on the neck will hold back from a higher grade.

That's what kept me from going to a 64.

the long long that extends from the neck to under "god we" is a die crack, I think there are others as well.

I sent 8 Peace dollars in for grading so I will have a better idea down the road. For this one I just don't see MS64 or 65. If it is I have some good grades coming back in a few weeks. From what I have seen they hit the Peace dollar harder than Morgans for face/neck marks.

That seller seems to be proficient with Photo shop or something similar.

Geohoarder, I've purchased a Peace dollar from this seller before, and I returned it the day I received it. The seller is good at making the coin look full of luster and shows it to have less contact marks than it actually does. It looks, with the new pics, to be around MS 61 or 2

After looking at this coin carefully with loupe in hand my opinion is that the obverse is 62 and reverse is 64 (looks better in hand than in my photos). It could get a 63 or a 62. But it really does have an exceptionally good luster, so I would think it would get a 63.
