Lovely. I'm guessing the vertical scratch behind the eye is less-prominent than the image suggests - that's typical of direct-lighting digital photography - and assign an NGC grade of MS64. There aren't a whole lot of these in any higher grade, and 66 is Top Pop for 1928, which is why I'm not really entertaining 65 as a possibility even with the tremendous fields and reverse. Probably about a $1000 coin, if it made 64.

Looks like a very nice 62. I wonder if NGC thought it was a tad over-dipped and knocked it down a point. I did read your grade comments but still would have thought 63 unless something else was noted.

that's way more luster than my one Peace dollar which is a PCGS MS62. I would have thought this coin went a few tics higher. nice coin though

Hmmm I can see from the pics how she might appear dipped,
but in hand it is clearly not, has original lusterous skin. I think
the scratch and brow marks were the the deciding factor.

Edited to add - She is a beauty for a 62, no doubt about it.

I can see why it was considered a 2, but I'd be tempted to crack and resub if it looks like that in hand.

They hit you hard for that scratch, which is more prominent than I suspected. For that matter, I wonder why it didn't become a Details coin, if it's so bad to warrant grade-point reduction. This is a very curious grade.

That's what makes grading so interesting to me..
Curious how PCGS would grade it..

Edited to add - This is one of those coins you
could submit 3 times and get three different grades.

I thought a MS-63 would be a fair grade, maybe a re-submission to PCGS is in order?

This one I'm keeping for sentimental reasons, a favorite.

That's good reason for keeping it! (I can think of another 1,000 reasons as well!)
