The coins are in the mail already, that's how he noticed the extra fee. The right thing for him would be go get back at me before he shipped it and let me know so I could cancel if I wanted to.
In that email, I stated that he would get a neutral feedback from me...on a good day. he apologized and said he'd pay for the extra shipping. I was ok with that and wasn't going to leave him a neutral after all. That all depended on his response to my first email. But since he apologized and did so in a nice manor, I decided I wouldn't leave him a feedback.
then after an hour or so, I got a full refund and got to keep the coins.

Ok, got it. So he sent the coins, realized it was more than $7, and then asked you for more money while the coins are in transit? To me, it was a simple buyer miscalculation is all. If nothing more comes out of your pocket, and you receive the coins, I see no reason to get upset about this or feel like you are suffering at all. However, it is all premature if you have not received the coins yet. Bottom line, this happens all of the time. All you needed to do was send the seller a reply that "No, I won't pay for shipping miscalculations. Either ship the coins at the ebay agreed price, or refund me". It's as easy as that. I don't think it warrants any kind of feedback threatening to be honest. As it stands, the coins were in the mail and you were not out any extra money at the time right? Just my 2 cents as an ebay buyer and occasional seller and not as a "Mod".

Yes, I agree, it happens all the time. But it doesn't happen all the time that the seller has the nerve to ask for extra shipping. the coins were cheap, so the shipping would pretty much double the actual price of the coins. If it was a high end coin, I wouldn't have a problem with it...because of the percentage of the initial cost, the $14 wouldn't be as high... Low shipping is something I look for on ebay, and I use that as an argument when I consider which coins to buy. Oh well, we can just agree to disagree on what's right or wrong in how to act on this Have a great day! :D

Epikur, you are the perfect illustration of why I do not leave Feedback for my buyers until the transaction is completely finished. I will be referencing this thread again, the next time I'm asked.
Imagine yourself the seller, as a CCF member, posting about the experience here on the forum. You messed up, literally gave the coins to the buyer by way of making it right, and he still spread the story over multiple online fora and refused to give positive feedback. That's borderline psychotic.
I will give you credit for "not saying anything if you have nothing good to say," but that's about as far as I can go.

I "spread" the story to one forum. I wasn't sure how to act, but I was upset regarding how he asked for more shipping.
It wasn't until many hours later he refunded me, when he knew I wasn't going to leave feedback at all, as I accepted his apology. I did in no way ask for any reimbursement of any kind.

His bad for trying to get more $ after-the-fact. But I would also say that he is being awfully generous in refunding your purchase price. In a way, you threatened to leave bad feedback and he succumbed by not only withdrawing the request for $14 but also refundung your purchase price.
I wouldn't be able to keep from leaving positive feedback in such a case - as he went way beyond the call to make you satisfied.
I'm not sure how kosher it is that you threatened him with neg feedback like that. It wasn't kosher for him to try to retroactively goose the shipping charges, but two wrongs?
Weird thing is some accused me of being overly harsh when I was sent the wrong coin and said I should be compensated for having to return it ( as in the postage and envelope paid for and maybe something for the time and gas to run to the post office ). IMO, that was a bad mistake and it is incumbant on the seller to make it right - which he did by giving me a free nominally priced coin. But I never threatened him with a neg. IMO, that starts treading into extortion territory and that is just bad in any context! JMHO

If it was domestic shipping I would agree thats one him for miscalculating. However with international shipping unless you just set it at 50 dollars and tell people itll be less than that its almost impossible to figure it out for around the world if youre going to allow buyers from most countries. Its why a lot of sellers dont ship internationally because this ends up happening more often than not.
I would agree threatening feedback right away is bad form. I dont really have a problem with him asking you if you would pay for the difference since he wasnt holding the coins hostage if you didnt. He had already sent the coins so it seems like it was just a simple request do to an honest mistake or a flaw in the shipping calculator if he didnt input a flat price.
In the end you ended up getting everything free and I dont see any way that couldnt be considered a positive experience. You didnt even have to fight them for that, its sounds like an email or two and all of a sudden you had a full refund and were told you could keep the coins.

After some soul searching (and reading your comments) I did sent the refund back to him. I did pay for the items to begin with.. Got a happy email back telling me he had just bought a scale for better estimates in shipping to prevent future mishaps..

I don't get that you "got the full refund". Refund of what? The item price or the $7 ? Finally you'll receive the coins for free ?

I'm assuming a full refund. Sellers will go above and beyond to avoid tarnishing their rating, as a bad rating will kill their ebay sales these days as well as hurting fees.

If the seller offers a FULL refund so he's getting the coins for free and to Sweden I don't understand how someone couldn't leave positive feedback.

It could vary on a case-by-case basis. Yes a full refund could have been given, but the seller might have been nasty all the way through. Obviously this is not the case with this transaction, but it could go many different ways. At the end of the day he is doing full damage control to protect his reputation at any means necessary.
Glad to see the situation resolve itself in a peaceful manner.

Looks like everything worked out well. epikur, I commend you on sending back the initial payment. Typically it's better(as you have found out yourself), to allow the initial moment of displeasure and high emotions to pass, and then make a decision. Keep in mind, there are a lot of folks on here that sell coins and of course become very defensive when they hear of buyers mentioning feedback "stipulations". Every day is a learning experince,
