Judging from his other listings, he's not a coin dealer so it appears he's just trying to make a quick buck. ($1,400 bucks)

I'm trying to figure out where he got the $1,500 figure from.
Either off the top of his head or from the bottom of another anatomical region.

Swirl looks like it's from a rubber stamp.

If he sells this for $1,500, I'm going to go to my nearest office supply store and have some interesting rubber stamps made up and then I'll go to the bank and get some hundreds and go into business.

This looks like something added and if he does not think so let him pay to have it graded by a good grading company.

Some sellers when receiving so low offers, they block the buyer.

Well, atticguy, at least you know the bill isn't counterfeit because he didn't let it go for under face value.

Hey, I didn't think my offer would be too bad to get blocked. I mean the guy is trying to sell it for $900 MORE than what its worth and I offer just $15 LESS than its value. Which value do you think is the most sensible?

I see things like this more and more on ebay. I'm currently looking for (inexpensive) 1936-dot and 1947-dot Canadian quarters. I'm amazed at what some people think these coins are, as they point out little specks here and there on the coins (not where the 'true dot' is) and look in a price book and think they have some kind of big money coin. I also get a sad feeling when some of those coins actually sell, knowing that someone, besides the seller, made a big boo-boo.

I'm just not sure if the sellers are shysters or clowns.

The swirl is from a rubber stamp. It is similar to a chopmark -- applied by a merchant to verify its authenticity. If you handle enough $100.00 notes you will see many different types of these.
