the bill has that part on the top and it was folded like that because it was strapped in a 10k bundle and that extra part made it get crumpled.

The piece that is attached to the top of this bill doesn`t seem to match the numbers on the front of this bill. Does the reverse of the bill have red numbering?

Hard to tell from the photo's but looks like part of the plastic wrap when removed got stuck to the bill.

No, it is the part of the cash sheet that belongs to the very top of the sheet and it got miscut at production, the top part belongs to the bill and it's not stuck.

The plate position indicates this note was from the top row of the sheet. The orange numbers and coloring are on the selvage that should have been cut off. It is a legitimate cutting error.

I suggest you post this over at the collectors universe paper money forum for their input.

A new "C" note with retained sevage is a very unusual error. Errors on new notes are very popular.

Even in circulated condition I'd estimate it would retail in the 200-300 $ range. An error dealer would want to buy it in the 125/150$ range.

TPG'd and in a major auction it might bring 350$.
