Easier to see if you use the magnifier on the ebay side. I have rotated the obverse to the right and the radiate is easier to see.

i think I'm with ben on this one, I think it's a heavly worn, beat up "consecratio" fire altar. I think I can barely see the "dots" on the reverse.
