Thanks 'echizento' but may need a new picture with good contrast setting to be sure.
Anyhow there seems to be an N at 01:30 and the ones around could read "...IANVSPFAV...", so most likely Valentinian II.

I could be wrong but I don't know of or can find any examples either in AE3 or AE4 of Valentinian II having the Cross in the circle.

I blew up your obverse pic. Clearly an "N" at 1 o'clock which makes Valentinian II the only possibility.

That's about as good as I am going to get unfortunately, maybe natural will improve it slightly but that will have to wait till later.
Thanks for your efforts so far Echizento, the longer I stare at it through the loupe the more I see IANUS from 12-2.
Still not sure though.

Seems even the start of the legend might be legible. Do you have a multi-function printer. Scanning can provide very good pictures - on some scan I could read characters which I couldn't detect with a loupe.

that little cross in a circle on the reverse is cool, I haven't seen one of those.

Would have to come up with a RIC number, but I would call it uncommon at least.

Nicodemia RIC IX 45a rated scarce, however the only examples I can find so far have just the chi-rho without the circle (same RIC # either way). I would imagine w/circle might be a bit harder to find

That's the same problem I had attributing it to Val II. On the other hand Arcadius did use a legend while not common of DN ARCAIANVS PF AVG on some coins.

Its Getting late so bedtime after this and I will try again when I rise.
The thing that has me a little confused is that the " chi rho " in the left field wasn't minted in Nicodemia according to the " Tessorillo " chart, but the one listed on Wildwinds i.e Ric ix 45a is a " chi rho " from Nicodemia.
Maybe its because I'm tired

The mintmark looks pretty much like SM with the next letter not clear, perhaps a close up of that area could help.

Cracked it
I have found a matching example on FAC, I had to go into the valentinian II sold list to find it.
RIC IX Nicomedia 45(a)5 according to the 1 on the site.
Both Biancasdad and Echizento were basically on the money.
