Anyways, back to the initial question. I'd argue that this is indeed PMD. I had a coin similar to yours, except a Jefferson nickel that had the similar effect.

I dont see anything wrong with calling this a 12. The top right of the loop begins to cut backto the center before it's lost to wear so a 10 is out. The last I heard there were only five 1913's known to be minted. The fifth one turned up some years back in a gentlemans estate and had been labeled as a fake by some attributer in the past. All 13's are accounted for.
My method only takes about 2 hours. put datless buff ( V nickel in this case) in a cup facing up. Pour run of the mill viniger on the coins, about an inch deep. Then, sqiurt about 1/2 an inch of hydrogen peroxiode an wait! Works perfectly!
