Have you checked it with a magnet? It could be wire or a piece of a descaling brush or part of a staple. Regardless of what it actually is, it is a very nice example of a retained struck-through error

I recommend a quick dip in pure acetone and let air dry then place in a 2x2. Nice find.

I would not dip it. I would leave it as it is. It is worth more with the steel in place.

Appears to be from a wire brush (often called a file card). Nice find. Do not dip! If you just have to, restrict cleaning to a very delicate wash with mild soap and water, rinse very well and pat dry with clean towel. But I see nothing wrong with leaving it as is.
